Accessibility Statement 

The University of Applied Sciences Upper Austria (FH OÖ) is committed to making its website and digital applications accessible in accordance with the Web-Zugänglichkeits-Gesetz (WZG) as amended, implementing Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of the websites and mobile applications of public sector bodies. 

This accessibility statement applies to the Moodle learning platform available under the following subdomain: https://elearning.fh-ooe.at 

Compliance Status 

The Moodle learning system is partially compliant with WCAG 2.1, Conformance Level AA, and the applicable European Standard EN 301 549 V3.2.1, due to the non-compliances and exemptions listed below. 

Details on the conformance level of individual WCAG 2.1 AA criteria are published in the Voluntary Product Accessibility Template (VPAT) on the Moodle website. 

The following content is currently not fully accessible due to a disproportionate burden in accordance with Article 5 of Directive (EU) 2016/2102: 

• A key characteristic of the digital learning system is that courses are created by many different lecturers and contributors. Since not all contributors have the same level of knowledge regarding accessible design, the accessibility of materials uploaded to Moodle varies. The FH OÖ Teaching and Learning Center provides guidance and training to support lecturers in creating accessible content and media. The quality of provided materials is continuously improving as a result. 

WCAG 2.1 Level A criteria partially fulfilled: 

• Sensory Characteristics: Some content relies on sensory characteristics that are not fully accessible. 

WCAG 2.1 Level AAA criteria partially fulfilled: 

• Contrast: Most text colors in Moodle have a contrast ratio above 7:1. However, some text colors meet only the minimum contrast ratio of 4.5:1 required for WCAG 2.1 Level AA, but not the enhanced contrast requirement of 7:1 for Level AAA. 
• Re-authentication: When a session is about to expire, a warning dialog appears allowing users to extend the session. The number of extensions is not limited. By default, the warning appears 20 minutes before the session expires. 
• Link Purpose: Most links are identifiable by link text alone. However, some areas do not provide sufficient context, such as: 
• Edit/Delete/Reply links in forum post lists 
• Alphabetical filter links for user lists, where the purpose is not clear from context alone 
• Target Size: Button icons do not meet the recommended minimum target size of 44 × 44 pixels. 
• Abbreviations: Abbreviations in Moodle language strings (e.g., KB, MB, PDF, Doc) are not enclosed in tags and are not automatically linked to dictionary definitions. A mechanism exists to automatically link user-generated content to a glossary, but this does not apply to system strings. 
• Help: For form input elements where labels may not be sufficient to explain the purpose, contextual help is provided, but not consistently across all elements.

Enforcement Procedure 

If you are not satisfied with the response received via the contact options above, you may file a complaint with the Austrian Research Promotion Agency (FFG). The FFG accepts complaints electronically via its contact form. 

FFG Complaint Contact Form on the FFG-Website 

The FFG examines whether the complaint relates to violations of the Web-Zugänglichkeits-Gesetz, particularly regarding non-compliance with accessibility requirements by the federal government or associated institutions. If the complaint is justified, the FFG will issue recommendations and propose measures to remedy the identified issues.
